Future Vision

Further Improvement of Activity Centres

Context

There are a number of major activity centres in the City of Monash containing a mixture of retail, commercial and community facilities. Glen Waverley serves as the Principal Activity Centre, while Brandon Park, Clayton, Mount Waverley and Oakleigh operate as Major Activity Centres. Pinewood, Wheelers Hill, Syndal and Waverley Gardens operate as neighbourhood centres. In addition, there are several small community shopping centres in the municipality.

All of these activity centres are community focal points and provide an important sense of place. A process of continual enhancement adds to their attractiveness.

In Melbourne 2030, the Victorian Government's Metropolitan Strategy released in October 2002, activity centres are highlighted as the focus of major change in metropolitan Melbourne over the next 25 years. The changes recommended focusing on developing a stronger network of centres, ensuring a broader mix of uses in centres, providing for more intensive housing within or around them, controlling development outside of centres, integrating transport, and emphasising high quality design of both public and private development.
Key Actions
In response to these needs and issues, Council will:
  • Support the development of a network of vibrant and economically viable activity centres which provide a range of retailing, commercial, entertainment and community services for residents and businesses
  • Encourage the growth of retail/commercial business services in centres and encourage active representative business associations and work with them to achieve stronger businesses in each of the centres
  • In each of Monash's shopping centre precincts provide safe, clean and attractive environments within centres for business and community activities
  • Facilitate the development of structure plans, business plans, and urban design frameworks in key centres
  • Provide streetscape, car parking, transport and community service improvements in centres
  • Undertake land assembly in key centres to facilitate new development
  • Make provision for equitable access in accordance with the guiding principles of the Disability Access and Inclusion Framework and Action Plan 2007 – 2008
