Problem Gambling in Monash

The Monash community lost $125,714,693.95 through Electronic Gaming Machines in the 2007/8 financial year, more than almost all other local government areas in Victoria. Monash also hosts the second highest number of pokies in the state (1,185), and the highest number of venues (16).

The spread of pokies and venues across the City of Monash is disproportionately weighted towards our suburbs of least advantage, including Clayton, Oakleigh and Mulgrave and Ashwood.

Caps Results

The state government announced in October 2006 that nineteen regions will be capped under the new policy. The capped regions include those local government areas capped in the first round, Darebin plus parts of Whilttlesea and Hume Council areas, Maribyrnong plus parts of Brimbank and Hobsons Bay Council area, Dandenong plus, including parts of Monash and Casey Council areas, Bass Coast Shire and City of Latrobe. This round includes Ballarat, Banyule, Bass Coast, Brimbank, Casey, Geater Dandenong, Darebin, Greater Shepparton, Hobson's Bay, Greater Geelong, Hume, Latrobe, Maribyrnong, Melbourne, Monash, Moonee Valley, Moreland, Warrnambool and Whittlesea.

Capped areas have been identified based on vulnerability to harm from problem gambling. This vulnerability is based on the areas within the municipality that are considered to be most at risk. Risk factors are defined as being highly disadvantaged socio economic areas, having higher significant numbers of gaming machines and having higher than average expenditure on gaming machines.

These considerations are consistent with Council's August 2005 submission and presentation to the State Government Caps Review Panel. The final report of the Office of Gaming and Racing quoted Councils submission that "The high number of gaming machines per adult population in the areas of least advantage as well as the number of electronic gaming machines in areas bordering Monash creates a high-exposure, high- risk environment for vulnerable communities."

On 18 December 2006, the gaming operators, Tattersall's and Tabcorp, were advised of the numbers of electronic gaming machines to be removed from venues in six capped regions and the date by which those machines have to be removed. www.vcgr.vic.gov.au

For Monash the total number of EGM's to come out of capped post coded areas 3147, 3148, 3166, 3168 and 3170 is 165. Below is a list of venues and number of machines to come out of venues. Capped areas are to have no more than 10 EGM's pre 1000 adult population, which is still higher than the state average. The metropolitan area average density is currently 6.90 EGM's/ 1000 adult population.

Council has established the Monash Responsible Gaming Taskforce to address problem gambling in the municipality.
