About Agendas for Meeting
An agenda listing the items the Council is to consider are sent to each of Council's 5 libraries and is published on the web site on the Friday evening prior to the Council meeting.
Reports submitted for consideration
Copies of the agenda are also available for viewing by the public at the Civic Centre and the Oakleigh Service Centre by the Monday prior to the meeting.
A limited number of copies of the agenda are made available half an hour prior to the Council meeting, for those members of the public attending the meeting.
Composition of Agenda
The agenda for a Council meeting is divided into several sections:- Procedural Matters
- - deals with apologies for non attendance by Councillors, minutes of the previous Council meeting, petitions, memorials, etc and Public Question Time (this item is dealt with in detail, below).
- Officers' Reports
- - usually forms the main section of the agenda and comprises reports submitted by Council Officers, in which recommendations for consideration and a decision are made to the Council.
- Reports of Committees
- - this section provides Councillors with the opportunity to report to Council on the activities, recommendations, etc made by Committees of Council on which they are members.
- Councillors' Reports
- - are divided into 4 areas. The first provides for Council to consider a motion (recommendation) submitted by a Councillor. The second allows a Councillor to provide a personal explanation to Council regarding any matter which involves/concerns the Councillor. The third provides a Councillor with the opportunity to inform Council of activities or decisions made by external bodies of which that Councillor is a member, as a representative of Council. The fourth allows a Councillor to raise a matter of Council/Civic significance.
- Urgent Business
- - allows for matters of an urgent nature to be considered by Council.
- Confidential Business
- - provides for the Council to discuss and decide upon matters of a confidential nature, eg, contractual matters, personnel issues, etc.
When matters of a confidential nature are to be dealt with, the meeting is closed to members of the public for the duration of the discussion and making of the decisions on these matters.
