Whistleblower Protection
This Act came into operation on 1 January 2002 and applies to all public bodies, including Councils.
- The purpose of the Act is -
- (a) to encourage and facilitate disclosures of improper conduct by public officers and public bodies;
- (b) to provide protection for-
(i) persons who make those disclosures; and
(ii) persons who may suffer reprisals in relation to those disclosures; and - (c) to provide for the matters disclosed to be properly investigated and dealt with.

Who Can Make a Disclosure?
A natural person who believes, on reasonable grounds, that the Council, a Councillor, a Council officer or Council employee has engaged in, is engaging in or proposes to engage in corrupt or detrimental behaviour can make a disclosure.
Form of Disclosure
A disclosure can be made orally or in writing. A disclosure can be made anonymously.

Procedures For Handling Disclosures Regarding Officers or Employees of the Council
The Council has developed procedures to assess and manage any disclosures received regarding Council officers or employees.
These procedures must be provided to all Council officers and employees and made available for inspection by the public.
