Council Decisions at its 20 December Meeting
Customer Services
- Council considered the improvement initiatives outlined in the Best Value Recreation Services Report and noted the work that has preceded the introduction of Best Value and the current relatively high level of satisfaction with the services provided.
- Council considered the improvement initiatives contained in the Best Value Review of Golf Course Operations with an initial focus on marketing enhancements and improved maintenance practices through the purchase of new equipment, infrastructure drainage and irrigation works.
- Council agreed to award a contract to Nylex Corporation Pty Ltd for the manufacture, supply and distribution of 63,000 high-density polyethylene mobile garbage bins (MGBs) and replacement bins and spare parts for a period of three years at a cost of $2.488 million, inclusive of GST. It also agreed to amend the contracts with both its current collectors of recyclables - Cleanaway to collect the bins for five years at an estimated annual cost of $1.408 million, inclusive of GST, and Visy Industries to accept and sort recyclables for five years at an estimated annual cost of $495,000, inclusive of GST. All contracts are subject to the approval of the Minister for Local Government. This has now been obtained.
Corporate Planning and Finance
- Council noted the Monash Annual Community Satisfaction Survey results for 2005, authorized the public release of the results and directed officers to fully review the survey results as part of the organisation's commitment to continuous improvement and initiate appropriate follow up analysis and actions as required.
- All obligations relating to the application of Best Value Principles for all services of Council by 31 December 2005 have been fully discharged and Council will consider a report on the form and content of an ongoing continuous improvement program by April 2006.
City Development
- A planning permit has been granted for the development of a two and three storey office building and alteration to access to a road zone at 202-220 Ferntree Gully Road, Clayton at a cost of $7 million.
- Council agreed to issue a Notice of Decision to grant a permit under the provisions of the Monash Planning Scheme to allow the subdivision and development of land at C/28 Montpellier Road, Burwood into 33 single lots and associated building works at a cost of $6.4 million.
- Council agreed to issue a Notice of Decision for a $4.5 million development of an office extension and multi-level car park at The Glen Shopping Centre, Glen Waverley.
- An application for the redevelopment of a site at 1-10/1 Howard Court, Clayton, to increase the number of dwellings from 10 to 20 and associated landscaping and car parking has been refused as an overdevelopment of the site.
- A Notice of Decision has been issued for the construction of five double storey dwellings with associated landscaping and car parking at 17 and 19 Harvie St, Glen Waverley, at a cost of $900,000.
- The Town Planning Schedule was noted.
- Council agreed to enter into a peppercorn lease arrangement of $1 a year for five years with Winacom Association Incorporated for the use of Council property at 6 Herriots Boulevard, Glen Waverley for use as office accommodation.
- Council has accepted a GST-inclusive tender of $251,175.10 by Panhold Constructions Pty Ltd for the first stage of the reconstruction of Andrew St between North Road and Wilson St, Oakleigh.
- A tender of $184,465 (including GST) by McGinley and Partners Pty Ltd has been accepted by Council for alterations and an addition to the Wellington Maternal & Child Care Centre.
- Council agreed to begin the statutory process to remove the road reservation from the Road bounded by Warrigal Rd, Reid St, Shaw St and Montrose St, Ashwood on the grounds that it is no longer required as a road.
- Council agreed to begin the statutory process to remove the road reservation from the land abutting the rear of the properties 2-6 Connell Rd, Oakleigh, on the grounds that it is no longer required as a road.
- Council agreed to begin the statutory process to remove the road reservation from the land abutting the properties 17-19 and 16-20 Peveril St, 21-23 Durward Ave and 31-33 Saladin Ave, Glen Waverley, on the grounds that it is no longer required as a road.
Committee Reports
- Council endorsed the Audit Committee recommendation to amend the Terms of Reference in the Audit Committee Charter to introduce fixed 3-year terms for Independent members of the Audit Committee.
Councillors' Reports
- Council agreed to reimburse Councillors Banerji, Dimopoulos and Lake for $1,117.03 each in legal expenses, and any reasonable future legal costs, incurred in relation to an Equal Opportunity Commission application by former Councillor Solity and seek advice on whether these costs can be recovered from Ms Solity, or under the Council's insurance policy.
