Customer Services
  • Council agreed to exercise its option to extend the contract of Belgravia Leisure P/L to carry out professional services and pro-shop management at the Glen Waverley and Oakleigh golf courses for a further two years at cost of $323,785, inclusive of GST.
Corporate Planning and Finance
  • Financial Reports for the period ended 31 December 2005 were noted.
  • The 2005/06 Capital Works Program Progress Report was noted and new projects, projects requiring extra funding and other funding transfers were approved.
City Development
  • The Minister for Planning is to be asked to authorize Council to amend the Monash Planning Scheme to rezone the former CSIRO land at 59 Kinnoul Grove, Glen Waverley, to enable subdivision of the site to create a new road, 20 lots, a public open space and the development of 15 dwellings with garages and landscaping.
  • Council agreed to enter into a lease agreement with Telstra to allow part of the land located at 75-77 Haverbrack Drive to be used for the purpose of the installation of a telecommunications shelter.
  • A planning permit has been granted to Fischer Plastics for the construction of a $1.9 million warehouse for the storage of plastic products at 1-13 Kalimna Avenue, Mulgrave.
  • Council refused an application for a planning permit for the $780,000 development of six double storey dwellings at 500-502 Highbury Road, Mount Waverley on the basis that the bulk and scale of the proposal is out of character with the surrounding buildings and some aspects are non-compliant.
  • Council has refused an application for a planning permit for the $600,000 development of four double storey dwellings at 42 Golf Links Avenue, Oakleigh, because the proposal is out of character with existing development and an over development of the land.
  • A planning permit has been granted for a $9 million construction of a new office/warehouse development at 296-308 Ferntree Gully Road, Notting Hill, as the Australian headquarters for the Heidelberg Corporation.
  • Council refused an application for a planning permit for the development of 3-5 The Boulevard, Glen Waverley, for use as an 84-place childcare center.
  • Council noted that an application for a planning permit to build a second building at 7 French Street, Mount Waverley, to provide supported accommodation for intellectually disabled people has been lodged for consideration to allow time for public notification.
  • A planning permit has been issued for the $750,000 development of a shop, with dwellings above on the first and second floors, at 40 and 42 Atherton Road, Oakleigh, including a reduction in standard car parking requirements.
  • Council has agreed to enter into a lease with the Waverley Lions Village Inc for Council-owned land in Winbirra Parade, Ashwood, at a rental of $1 a year for 50 years to allow construction of 10 residential units and associated facilities for 10 elderly persons. This is an extension of the existing elderly persons units in the adjoining Council property at 88 Winbirra Parade. This proposal was agreed in principle by Council in November 2004 and has been undergoing a public consultation process.
Chief Executive Officer's Reports
  • The Council's web site quarterly report, which showed visits to the web site have increased by 35% in the past year and that, in the same period, the number of pages accessed has increased by 47%, was noted.
Committee Reports
  • Council noted the appointment of Jane Scott, Director of the Monash Gallery of Art, as a Curatorial Consultant to the Melbourne International Arts Festival.
