Council Decisions at Its 10 October Meeting
Customer Services
- Council approved the Charter and Terms of Reference for the Monash Arts Reference Group and the process for its establishment, nominated Cr Morrissey to chair the Reference Group and Cr Baines to be a member and called for nominations for community representation on the Group.
Human Resources and Administration
- Council meeting dates for 2007 were agreed.
City Development
- Council agreed to ask the Minister for Planning to appoint a panel to consider Amendment C59 to the Monash Planning Scheme regarding the Wheelers Hill Neighbourhood Activity Centre, all submissions received to be referred to the panel and a further report be made to Council following receipt of the Panel report.
- An application has been refused for the development and use of land at 257 Clayton Road, Clayton, for a 36-room, 3-storey aged care facility with associated car parking and landscaping on the grounds that it is an overdevelopment of the site, excessively bulky and visually intrusive, unsatisfactory level of internal amenity for future residents and staff, overshadowed and overlooked adjacent properties and the layout of the car parking area will not allow for emergency and delivery vehicles to exit the site in a manner required by VicRoads.
- An application has been approved for the development and use of land at 287-293 Wellington Road and 721-733 Springvale Road for a 13-tenancy commercial mix of convenience shop, convenience restaurant, restaurant, takeaway food premises and medical centres.
- Council granted a permit for the use and development of a warehouse with ancillary office at 25-37 Huntingdale Road, Burwood subject to amendments.
- An application has been refused for the construction of two double-storey dwellings at 2 Carinya Court, Mount Waverley, on the grounds that it is out of character with existing development, would have an adverse impact on the amenity of adjoining properties and would have an inappropriate and adverse impact on the streetscape and general neighbourhood character.
- Council accepted the recommendation of the Steering Committee of the Technology Capabilities Alignment Project and awarded the contract for the Technology Capabilities Alignment Project to Cetec Pty Ltd for the GST inclusive sum of $370,700.
- Council agreed to commence the statutory procedures to discontinue the road status of the road reservation at Ellendale St, Hughesdale, and abutting 35 Hotham St, Hughesdale, and appointed a Committee of Council to consider submissions received in respect of the proposal.
- Council agreed to commence the statutory procedures to advertise Council's intention to sell the Council-owned laneway abutting 6 Emma Court, part of 12 Ian Grove, 14 Ian Grove, 1 and 3 Adrienne Crescent, Mount Waverley to the abutting property owners and appointed a Committee of Council to consider submissions received in respect of the proposal.
- Council agreed to commence the statutory procedures to advertise Council's intention to subdivide and sell the Council-owned land from the drainage reserve abutting 8-10 Yarrabee Court and 2 Riversdale Court, Mount Waverley to the occupying adjoining property owners and appointed a Committee of Council to consider submissions received in respect of the proposal.
- Council agreed to commence the statutory procedures to discontinue the road status of part of the road reservation adjacent to the Oakleigh South Primary School at the corner of 1-17 Beryl Avenue and Golf Road, Oakleigh South, and appointed a Committee of Council to consider submissions received in respect of the proposal.
- A lump sum tender of $234,000, inclusive of GST, submitted by Donmar Constructions Pty Ltd to undertake the alterations and additions to Jordanville Maternal and Child Health Centre was accepted by Council.

- Director of Customer Services, Ms Andi Diamond will be Acting Chief Executive Officer in the absence of the Chief Executive Officer on annual leave.
