Council Decisions at Its 20 November Meeting
CUSTOMER SERVICES
- Council accepted the tender from Royal District Nursing Services for the personal care assessments and reviews, from 4 February 2008, for the GST inclusive sum of $345,553 for a fixed term of three years.
HUMAN RESOURCES AND ADMINISTRATION
- A draft Local Law No. 1 Meeting Procedures was proposed to be adopted by Council to replace the existing local law of the same name.
CORPORATE PLANNING AND FINANCE
- The Annual Report for the City of Monash, for the period ended 30 June 2007, was adopted by Council.
INFRASTRUCTURE SERVICES
- Council authorised the Chief Executive Officer to consent to the deed of Novation due to the purchase by AGL Sales (Qld) Pty Ltd of the Sun Retail Pty Ltd natural gas retail business, for the supply of gas for the Monash Aquatic and Recreation Centre.
- The Council accepted a tender from IPower Pty Ltd and IPower 2 Pty Ltd, trading as Simply Energy, for the supply of street lighting. The contract costs will be based on a schedule of rates, with the average estimated contract value of $285,000 per annum (exclusive of GST).
CITY DEVELOPMENT
- Council adopted Amendment C72 to the Monash Planning Scheme in relation to 4 Henry Street, Oakleigh and voted to forward this to the Minister for Planning recommending approval and gazettal.
- Council voted to make a submission to the Department of Planning and Community Development regarding the proposed amendments to Victorian Planning Schemes to remove a further range of minor matters.
- The Minister for Planning will be requested to authorise Council to prepare amendment C77 to the Monash Planning Scheme to rezone part of 48 Salisbury Road Ashwood for the development of eight residential dwellings for the aged.
- Council decided to grant an extension of time for a planning permit regarding an office development at 287-293 Wellington Road and 721-733 Springvale Road, Mulgrave.
- A Notice of Decision was issued by Council for building works to an existing funeral parlour at 388 Springvale Road, Glen Waverley.
- Council refused an application for a planning permit at 103 Atherton Road, Oakleigh on the grounds that the proposed development is inconsistent with the Monash Planning Scheme, does not provide sufficient car parking, on-site loading or bicycle facilities, will have a detrimental impact on the character of the heritage building and abutting residential property and is an over-development of the land.
- The report containing the Town Planning Schedules was noted.
- Council noted the progress made in the first year of the Technology Capabilities Alignment Project.
- Council resolved to seek expressions of interest for the sale and development of Council owned land at 1399 Centre Road and at 33, 35 and 37 Thomas Street, Clayton.
COMMITTEE REPORTS
- Council voted to commit $50,000 for the development and installation of public artwork at the Wellington Reserve Community Centre.
COUNCILLORS' REPORTS
- It was resolved that a Special Meeting of Council be held at 7.30pm, Tuesday 18 December for the election of the Mayor and Deputy Mayor for the 2007/08 period of office.
- Council agreed to a total budget for the Electra Reserve Community project of $3,640,000 and resolved to provide additional funds of $1,330,000, making a total Council contribution of $2,330,000. These additional funds will be sourced through the sale of surplus land.

The final Ordinary meeting of Council for 2007 will be on 11 December, at the Council Chamber of the Monash Civic Centre, 293 Springvale Road, Glen Waverley.
A Special Meeting will be held at 7.30pm on Tuesday 18 December for the election of the Mayor and Deputy Mayor.
