Council Decisions at Its 26 June Meeting
CUSTOMER SERVICES
- Council adopted the policy guidelines and priorities set for the 2008 Community Support Program. Applications for funding are invited from eligible community groups for 2008.
- Council noted the year one action plan summary report of the Recreation Services Strategic Plan 2006-2010.
- Council approved the Creative Community - Monash Arts & Cultural Development Strategy 2007 - 2010
HUMAN RESOURCES AND ADMINISTRATION
- Council renewed its membership of the mutual liability insurance scheme for the next financial year with Civic Mutual Plus for the sum of $416,729.50 incl. GST.
- Council placed the Industrial Special Risks (Assets) Insurance with the Jardine Mutual Asset Protection Plan Scheme during the next financial year for the proposed cost of $479,600 incl. GST.
CORPORATE PLANNING AND FINANCE
- The 2007/08 Budget and Council Plan were adopted.
- Council declared that total revenue from rates will increase by 6% per annum in the 2007/08 financial year raising an estimated amount of $63,319,280. Council does not intend to have a municipal charge or a service rate charge.
- The results of the Monash City Council Annual Community Satisfaction Survey for 2007 was noted. Council continues to reflect a high level of performance overall in comparison with other councils across the state.
INFRASTRUCTURE SERVICES
- The tender for air-conditioning maintenance services from Fridgeair Pty Ltd for the northern and southern areas of the City were accepted for the GST inclusive lump sums of $24,854.64 and $27,221.40 per annum.
CITY DEVELOPMENT
- Council adopted the modified draft planning permit for 59 Kinnoull Grove, Glen Waverley, as part of Amendment C25 to the Monash Planning Scheme and forwarded it to the Minister for Planning for approval and gazettal.
- It was noted that the Minister for Planning will be the Planning Authority for an Amendment to the Monash Planning Scheme to facilitate the development and use of 2107-2121 Dandenong Road, Clayton.
- Amendment C60 to the Monash Planning Scheme was adopted by Council in relation to the Oakleigh Activity Centre car parking policy and parking precinct plan.
- Council decided to request the Minister for Planning to appoint a panel to consider Amendment C71 to the Monash Planning Scheme and submissions relating to the Atkinson Street car park in the Oakleigh Activity Centre.
- A planning permit was granted for construction of a warehouse development at 34-40 Ricketts Road, Mount Waverley subject to specific standard conditions.
- Council granted a planning permit and issued a Notice of Decision for the development of twelve two-storey dwellings and basement car parking at 13-17 Forster Road, Mount Waverley.
- A Notice of Decision and planning permit was granted for a three level building with two basement car parks, for a mix of office, residential dwellings and home offices, at 37-41 Warrigal Road, Hughesdale.
- The development of a commercial vehicle park, crane storage, repair and maintenance facility at 239-249 Ferntree Gully Road, Mount Waverley was issued a Notice of Decision and granted a planning permit by Council.
- Council noted the report containing the Town Planning Schedules.
- The Monash Municipal Public Health Plan 2007-2010 was adopted by Council.
- Council noted the fourth year progress of the Monash Economic Development Strategy 2003-2007.
- Council agreed to sign the Living Links partnership agreement and commit $15,000 over two years as a contribution to the Living Links Program.
- Council is to apply for a planning permit to vest the reserve abutting the rear of 1-33 Grant Street, 2-42 Tamar Grove and 1470-1472 Dandenong Road, Oakleigh to Council.
- Council agreed to transfer to itself the remaining unsold parcels of discontinued road land at 31 and 33 Saladin Avenue, Glen Waverley.
COMMITTEE REPORTS
- Council noted the annual report for 2006/07 from the Monash Gallery of Art Committee of Management.
