Reviewing The Way Monash Rates Are Calculated

Council is currently reviewing the way rates are calculated in the City of Monash and is inviting residents to public information sessions next month to find out more about the options being considered.

In the City of Monash, rates are currently calculated based on the Site Value (SV) or land value of the property.

Another option being considered under the review includes a change to Capital Improved Value (CIV), which bases property rates on the total value of the property including all land, buildings and improvements.

The third option, CIV with Differentials (150% of CIV) allows for a higher rate charge for commercial and industrial properties.

Mayor Paul Klisaris said that Council is considering these options to create a fairer rating system for all Monash ratepayers.

"Monash has 71,148 rateable properties. Of these, 60% could be better off with a change to Monash's rating method, primarily in the residential sector. We are also mindful of our those in our community who need special assistance and rebate assistance will be considered for pensioners should the rates calculation system change," said Cr Klisaris.

Monash's average rates per assessment are the lowest in metropolitan Melbourne and the third lowest in Victoria. Any change in the way rates are calculated would not change that position.

Rates in $: Monash 1,001, Whitehorse 1,025, Glen Eira 1,133, Knox 1,185, Stonnington 1,260, Kingston 1,268, Greater Dandenong 1,303, Manningham 1,410, Bayside 1,417, Boroondara 1,566
"Any change in the rating system will not collect more rates - it would redistribute what is collected in a different way. I urge all Monash property owners to be part of this review and attend an information session which will explain the changes being considered in greater detail," said Cr Klisaris.
The information sessions will be held at:

    Wellington Rd, Mulgrave
    10 August at 7pm
  • Monash Civic Centre
    293 Springvale Rd, Glen Waverley
    12 August at 7pm
  • Oakleigh Seminar & Training Centre
    Atherton Rd, Oakleigh
    13 August at 7pm
  • Mt Waverley Community Centre
    Miller Cres, Mount Waverley
    17 August at 7pm
  • Monash Civic Centre
    (for commercial & industrial ratepayers)
    20 August at 7pm
  • Oakleigh Seminar & Training Centre
    (for commercial and industrial ratepayers)
    24 August at 7pm

 Subject to the outcome of the information sessions and community consultation in August, a formal process for consultation may follow in October should Council decide to make a change to the rating system.

Any changes adopted by Council would be reflected in the rates for the 2010/2011 rating year.

 Information brochures (Rates Review) about the rates review will be distributed to all Monash ratepayers with their Rate Notice in the coming weeks. Further details will be released in the Monash Bulletin and Council's website at Have Your Say over the next two months.
