Monash City Council has previously provided the Bill Express payment option to ratepayers and residents for the payment of Rates, animal registration and community care accounts. However, Bill Express advised the Australian Stock Exchange on July 8, 2008 that they were unable to continue trading and resolved to appoint Administrators. In taking this step local newsagents, Coles stores and other outlets were directed to discontinue taking payments for these accounts.
