Planning Scheme Amendments

The list of proposed amendments to the Monash Planning Scheme is published when on public exhibition.

Specific detail about each amendment, including the relevant documents, can be viewed and downloaded as required.

The amendment applies to all land located within the Oakleigh Major Activity Centre, as outlined on the map below.

The Amendment proposes to implement the recommendations of the Oakleigh Major Activity Centre Structure Plan (2011) by;

  • Rezoning land from Residential 1 and Business 1 to Business 2 along the west side of Warrigal Road and south of the railway station within the boundary of the Oakleigh MAC.
  • Amending Clause 21.06 of the Monash Planning Scheme to include reference to the Oakleigh Major Activity Centre Structure Plan, 28 June 2011.
  • Introducing a local policy, Clause 22.11 into the Monash Planning Scheme specific to the Oakleigh Major Activity Centre which gives effect to the Oakleigh Major Activity Centre Structure Plan, 28 June 2011and details the broad objectives for the Major Activity Centre.
  • Introducing the Design and Development Overlay (Schedule 11) with details of the design and development provisions to be satisfied.
  • Implementing other minor consequential changes.

All land within the City of Monash.

The Amendment proposes to introduce a new Student Accommodation Policy into the Monash Planning Scheme at Clause 22.10 and makes associated changes to Clause 21.04 (Residential Development). This will facilitate the provision of high quality student accommodation in preferred locations, which are appropriate in terms of neighbourhood character, the provision of car parking, open space, student amenities and landscaping and are suitably operated and used in an ongoing manner.

The Amendment:
  • Rezones all the land from IN1Z-Industrial 1 to B2Z-Business 2.
  • Replaces the DDO1-Design and Development Overlay over all of the land with a new DDO10-Design and Development Overlay 10.
  • Introduces an EAO-Environmental Audit Overlay over all the land.
  • Introduces in Clause 22.03 a BUS5-Business Character Type 5 with an existing and desired future character statement over all of the land.
  • Makes minor consequential changes to the Monash Planning Scheme

  • 70 Batesford Road,
  • 72 Batesford Road,

  • The amendment proposes to:

  • Rezone the land at 70 & 72 Batesford Road, 657- 685 Warrigal Road, Chadstone from an Industrial 1 Zone (IN1Z) to a Business 2 Zone (B2Z).
  • Rezone the site at 695 Warrigal Road, Chadstone, from a Business 4 Zone (B4Z) to a Business 2 Zone (B2Z).
  • Identify in the schedule to the Business 2 Zone (B2Z) maximum shop floor areas
  • Replace the Design and Development Overlay 1 (DDO1) over all of the land with a new Design and Development Overlay 9 (DDO9).
  • Introduce an Environmental Audit Overlay (EAO) over all of the land.
  • Introduce in Clause 22.03, Business Character Type 4 (BUS4) with an existing and desired future character statement for all of the land.

The Amendment proposes to:
Rezone former Monash Primary School site from PUZ2 Public Use Zone 2, Education) to R1Z (Residential 1) with a VPO (Vegetation Protection Overlay).
