2.1 Study Area
The precinct study area comprises the central retail and commercial hub, largely framed by Warrigal Road to the west and Oakleigh station and railway line to the south. In relation to the Monash Planning Scheme, the precinct study area is framed by and comprises significant areas of diverse land use subject to Heritage Overlay.
The development feasibility site is strategically positioned at the southwest edge of the retail grid and includes Oakleigh station frontage and transport interchange.

2.2 Council's Vision
The Study Area has many positive characteristics which represent development opportunities:- Pedestrian-friendly 1880's street grid
- Low rise, early twentieth century, village character
- Diverse cultural mix
- Fresh food market
- Access to public transport
- Proximity to universities
- Affordable, period housing stock undergoing generational change and refurbishment
- Obstructive role of surrounding highways and railway line
- Lack of a marketable 'image' as a commercial and retail centre
- Poor linkage between commercial and civic areas
- Poor design quality of key public areas
- Poor utilization of shop top floor areas
- Eclectic treatment of street front building facades
- Build upon identified positive strengths to enhance its pedestrian-friendly character
- Maintain a built form sympathetic to its late 19th and early 20th century heritage buildings
- Address the weaknesses of its built form and character by recommending appropriate in-fill development
- Promote development which responds to its social and cultural diversity
