3.1 Literature Review
The study team will undertake a literature review which summarizes the recommendations of identified previous studies in relation to the study area.
3.2 Heritage & Built Form
The project team will undertake a comprehensive built form and character analysis, which considers the context and history of the study area, patterns of development and current character.
Store front enhancement and conservation guidelines will reference an analysis of local strengths, weaknesses, opportunities and threats in relation to built form and heritage.
3.3 Community & Culture
A four part consultation program will facilitate community input to the process:- Two Public Forums to canvass broad ideas and opinions.
- Three meetings of a Reference Group representing community and civic interests.
- Three meetings of a Reference Group representing commercial and retail interests.
- Three meetings of a Reference Group representing transport interests.
3.4 Public Spaces & Streetscapes
The study team will assess the functional and design status of certain key public areas, namely:
- Eaton Mall
- Transport interchange
- Oakleigh Central
- Chester St carpark
- Hanover St East carpark
- Hanover St west carpark
- Portman St carpark (Refer Feasibility Development Site)
- Precinct laneways
- Street spaces
3.5 Development Opportunities
Following from the Precinct Study Area UDF, the study team will prepare a Development Feasibility Plan for the site bounded by Portman, Chester and Station Streets including the transport interchange.
3.6 Recommendations
Framework recommendations will include:- A sustainable vision for the future
- Infill and development strategy for vacant land
- Transport traffic management strategy
- Optimum development opportunities
- Store front enhancement guidelines
- Community development initiatives
- Art in the public realm
- Staging & implementation priorities
- Marketing plans targeting appropriate form of development and place making
- Future funding & investment
- Equitable Access
- Development feasibility analysis (Development Feasibility Study Area)
- Eaton Mall
- Transport interchange
- Oakleigh Central shopping centre
- Precinct carparks & laneways
3.7 Program
The Framework plan is proposed to be completed by April 2002.
