Foreword from Mayor Paul Klisaris

It is my pleasure to report that 2007/08 has been another very successful year for Monash City Council.

It is my pleasure to introduce Monash City Council's 2008-2009 Annual Report, which demonstrates our ongoing progress on behalf of the Monash community.

A THRIVING COMMUNITY

The City of Monash continues to be among the top ten municipalities for new settlers to Australia. We welcome new residents and investors to our City and the diversity, economic prosperity and additional job opportunities that they bring.

Despite the global economic downturn, Council achieved another solid financial result over the past year. All of our key financial performance indicators, defined in our Financial Strategy, remained strong and we have maintained and improved our services to the community.

BUILDING FOR THE FUTURE

On behalf of the Monash community, we have a responsibility to not only provide new facilities but to protect our assets and keep them maintained for future generations. In the past financial year, we invested $30.7 million on our Capital Works Program including $21.7 million on maintaining and upgrading existing infrastructure.

The highlights of this program included progressing the redevelopment of the Oakleigh Aquatic Centre, the resolution of future car parking requirements at Oakleigh and Glen Waverley, commencement of construction of a new community centre at Electra Reserve in Ashwood as well as the renewal and upgrade of buildings, drainage, reserves, roads and footpaths throughout the City.

In May, Monash was fortunate to receive $4.57 million from the Commonwealth Government's economic stimulus fund towards the development of a youth and community hub at Batesford Reserve in Chadstone, renewal of the 50 metre outdoor pool at Monash Aquatic and Recreation Centre and minor upgrade of the Oakleigh Basketball Stadium surrounds.

This progress was achieved whilst keeping Monash's average rate per assessment (at $954), the lowest in metropolitan Melbourne and third lowest in the state of Victoria. Currently, rates are calculated on the Site Value or value of the land, however Council is undertaking a review of this strategy to determine whether this method is the most equitable system for all ratepayers.

ENGAGING OUR COMMUNITY

Over the year, thousands of residents participated in healthy debate during community consultations on the development of the new Council Plan, changes to the Monash Planning Scheme, Structure Plans for the Brandon Park Activity Centre, student accommodation, and strategies for Council services in the areas of multiculturalism, youth, children and families, libraries, litter prevention, disability provision and business networks to name some.

The utilisation of Council's festival program and the ongoing development of Council's website have enabled us to elevate our level of community engagement and make it easier for all residents to 'Have Your Say' in the future of Monash.

On 28 November 2008, local government elections were held across Australia. In addition to myself, six fellow councillor colleagues were re-elected along with four new councillors. The new Council has been recognised nationally for its youth, multicultural diversity and gender balance. We welcome them all and, on behalf of the City of Monash, thank the former councillors for the civic service that they provided to the community over the past three years.

Finally, we wish to extend our sincere thanks to the residents, volunteers and Council officers who diligently work together to ensure Monash continues to be 'A Thriving Community'.
