Business Planning Framework
The following illustration shows how Council's plans are linked and reinforce each other.
Council takes an integrated approach to planning and reporting on its performance, which means there is consistency and alignment of plans so Council can work towards long-term goals through its ongoing decision-making and operations.
This approach also builds in opportunities for review and renewal to ensure Council is responding to what the community is saying and to shifts in the external environment.
Long Term Strategy
The current long term strategy for Monash, – Monash 2012 – 'A Strategy for the Future' (2006 Update) is due to be reviewed. Since its introduction in 2002, two snapshot reports on progress against the themes and goals of Monash 2012 have been produced and reported to the community via the Monash Bulletin.Over the course of 2009/2010 a new long term strategy will be put in place. The review process will include the establishment of a steering committee and conduct of community consultation to establish new priorities for the future.
Council Plan 2009 – 2013
In 2009 Council undertook a review of the Council Plan in line with the requirements of the Local Government Act 1989 and the election of a new Council in 2008. A significant community consultation process was undertaken to develop the 'Council Plan 2009 – 2013' including the facilitation of:- Councillor and staff workshops
- Interactive displays at community festivals conducted between February and April 2009 that allowed approximately 900 community participants to identify their top three priorities
- Council Advisory Committees Workshops including: Young Persons Reference Group, Older Persons Reference Group, Disability Consultative Committee and the Environment Advisory Committee
- Participation through an invitation to respond to a questionnaire for Members of the Economic Development Forum and the Multicultural Advisory Committee
- Workshops conducted with Ashwood, Chadstone Together (ACT) Community Network and
- Representatives of the Monash Health Network and the Division of GP's
The results of the Community Consultation process have provided valuable input into the development of a strategic four year Council Plan that builds on the themes set down in Monash 2012 – A Strategy for the Future.
The Council Plan 2009 – 2013 is developed around five key objectives and they are:
- Our community
- Our local economy
- Our built environment
- Our natural environment and
- Our people and organisation
Annual Business Plan
The Annual Business Plan is an internal document designed to ensure that the short term focus of Council is on achievement of the objectives in the Council Plan. Annually a number of Key Strategic Activities are chosen with successful completion audited and verified by the State Government's Auditor General's Department.
