Municipal Public Health Plan

Development Of The Monash Municipal Public Health Plan 2007-2010

The Health Act 1958 requires all Councils to prepare municipal public health plans at three-year intervals. The Monash Municipal Public Health Plan 2007-2010 identifies a number of strategic actions that will be implemented during 2007-2010. These actions have been informed by local public health needs, priorities and aspirations, and are directed at enabling the community to achieve maximum health and wellbeing.

The Monash Municipal Public Health Plan 2007-2010 was prepared using the Victorian Municipal Public Health Planning Framework Environments for Health 2001. This framework was developed by the Department of Human Services and the Municipal Association of Victoria to assist Councils with their public health planning activities.

A key principle guiding the development of the Monash Municipal Public Health Plan 2007-2010 was the need to engage community members, community interest groups, agencies, Council staff and other stakeholders to determine their needs, priorities and aspirations relating to health and wellbeing. This engagement was achieved through a publicised multi-level community consultation process that included community forums, focus groups, telephone interviews and a survey.

Discussions that took place during the consultation process indicated that the Monash community is represented by a range of special interest groups including young people, older adults, people with disabilities and people from culturally and linguistically diverse backgrounds.

Strategies that address the health and wellbeing issues of these special interest groups are contained within a number of Monash Council plans, such as:
  • the Strategy for an Ageing Community 2002-2011,
  • the Disability Access and Inclusion Framework and Action Plan 2007-2008,
  • the Multicultural Framework and Action Plan 2006-2008 and
  • the Municipal Early Years Plan January 2005-June 2008.

The strategic actions in the Monash Municipal Public Health Plan 2007-2010 are closely aligned with the strategies contained within these plans.

The health-related themes and issues that framed the community consultation process were established following a review of health legislation, national best practice, State and regional health priorities and Monash Council plans. A wide range of topics that influence the community's health and wellbeing were discussed during the consultation process. These included issues relating to land use planning and traffic management, which are beyond the scope of a municipal public health plan and are covered by the Planning Scheme and the Road Management Plan 2006.

The process guiding the development of the Monash Municipal Public Health Plan 2007-2010 is illustrated in Figure 1.
