1. Disability Policy
1.4 Aim of the Disability Access and Inclusion Framework
The Disability Access and Inclusion Framework and Action Plan 2009-2013 provides an over arching framework for Council to address the needs and aspirations of members of the diverse Monash community from a whole of Council perspective and to eliminate practices, which are discriminatory towards people with a disability.
1.5 Objectives of the Disability Access and Inclusion Framework and Action Plan 2009-2013
- To ensure people with a disability are provided with opportunities to access and participate in all facets of community life
- To ensure people with a disability have equitable and safe access to Council premises
- To promote positive attitudes towards people with a disability
- To provide opportunities for Council staff to build competencies on disability issues
1.6 Key Principles
The Disability Access and Inclusion Framework and Action Plan 2009-2013 is guided by the principles articulated in the United Nations Convention on the Rights of Persons with Disabilities. These include:- Respect
- Non-discrimination
- Full and effective participation and inclusion
- Respect for difference
- Equality of opportunity
- Accessibility
- Equality between men and women
- Respect for the rights of children
1.7 Requirements for Success and Budget Implications
The implementation of the actions in the Disability Access and Inclusion Framework and Action Plan 2009-2013 will have budget and resource implications for Council. Council will ensure that each budget cycle will give consideration to the allocation of resources to support the implementation of the actions.
In addition Council will achieve successful implementation of the Disability Access and Inclusion Framework and Action Plan by working in conjunction with Council staff, key community organisations and agencies and through:
- coordination of a whole of Council approach
- support and empowerment of staff
- monitoring, evaluation and reporting to Council and the community
- building of participatory relationships with internal and external stakeholders
- inclusive consultation and engagement processes and structures
