Disability Access and Inclusion Framework and Action Plan 2009 – 2013

1. Communication and Information

Objective:
People with a disability are provided with opportunities to be informed about the workings of Council and of participating in the decision-making processes of Council.

1.2 Develop a current listing of alternative format information providers and translation services for use across Council services and provide resources to undertake this. 2010-2011 Community Planning and Development Listing of alternative format providers and translation services has been developed.

Council staff have been trained in the process for translating communications and information into accessible formats.
1.3 Provide text alternatives to PDF documents on the Council website. 2010-2011 Community Planning and Development

Public Relations

1.6 Prioritise 'high use' Council buildings to be retrofitted with both audible and visible emergency alarms. 2010-2011 Urban Design Buildings have been prioritised and timelines have been set for retrofitting.
1.7 Advocate to VicRoads for installation of audio tactile signal devices at all signalled pedestrian crossings within the municipality. 2009-2010 City Development

Community Planning and Development
Letter has been written to VicRoads advocating for installation of audio tactile signal devices at all signalled pedestrian crossing in Monash.
1.8 Braille and tactile signage to be utilised on all Council owned public toilets as well as on key information signage across the municipality. 2010-2011 Urban Design Tactile and Braille signage to be installed.
1.9 Incorporate the installation of hearing augmentation in all new Council buildings that have meeting spaces. 2010-2011 Urban Design Hearing augmentation has been installed in all new Council buildings, which have meeting spaces.
1.10 Purchase a portable phonic ear hearing augmentation system for use in meetings, presentations and training sessions. 2010-2011 Corporate Administration Portable phonic ear hearing augmentation system has been purchased.

1.11 Include the TTY number in all generic Council publicity and advertising materials and information provided to the public.

Council staff have been trained on functions National Relay Service.
1.12 Investigate the provision of an SMS contact number for contact with Council services. 2010-2011 Public Relations Information has been gathered as to the feasibility of an SMS contact number for contact with Council services.
1.13 Upgrade Council website to WC3 AAA level compliance. 2010-2011 Public Relations Council website has been upgraded to WC3 AAA level compliance.
1.14 Investigate the use of 3 RPH (Radio station run by Vision Australia for Australians with a print disability) for dissemination of information. 2010-2011 Public Relations Information is disseminated on 3  RPH
1.15 Undertake an investigation into the acquisition and upgrade of technology that assists people with a disability to access Council information. 2010-2011 IT

Corporate Administration
Information has been gathered for the acquisition and upgrade of technology to assist people with a disability to access Council information. This will enable Council to determine further action regarding upgrade of Council technology.
1.16 Include in all Council publications a clause requesting participants to ‘let Council know if they have any particular requirements’ in relation to communication. 2010-2011 Public Relations

Clause has been included in all Council publications.
1.17 Utilise advocacy agencies for information dissemination. 2009-2010 and then ongoing Community Planning and Development

All areas of Council
Council units use advocacy agencies for information dissemination.
1.18 Utilise key support agencies for people with a variety of disabilities to seek feedback in relation to communicating with people with a disability in specific client groups. 2009-2010 Community Planning and Development Annual forum is held with key support agencies to seek feedback in relation to communicating with people with a disability.
1.19 Utilise Council service staff i.e. Home Care staff, Childcare staff in disseminating information. 2009-2010 All Council units Council service staff are utilised for dissemination of information by all Council units.
1.20 Undertake an Access Appraisal of the Monash Library service to identify opportunities for the library to act as a key accessible communications service provider. 2010-2011 Arts and Culture

Community Planning and Development
The Access Appraisal of the Monash Library service has been undertaken and Council has prepared a report with recommendations for further action.
1.21 Develop an appropriate Footpath Trading Policy informed by HREOC requirements and Traders are educated in relation to this. 2009-2010 Economic Development Footpath Trading Policy has been developed.

Information sessions have been provided to Traders.
1.22 Provide staff training across all areas of Council to raise awareness of the communication challenges and needs of people with a disability. 2010-2011 Human Resources

Community Planning and Development
Training has been incorporated into Council's corporate training program and is held bi-annually.

Training on communication challenges is additional training to the Disability Awareness Training
1.23 Undertake an annual community consultation to obtain feedback in relation to the progress of improvements for communicating with people with a disability. 2010-2010 and then annually Community Planning and Development Community consultation is held annually.
1.24 Incorporate a 'Disability Access' specific award into Council's Business Awards. 2009-2010 Economic Development A 'Disability' specific award has been incorporated into Council's Annual Business Awards.
