Dog Controls
Monash City Council's controls require dogs to be on leads (not exceeding 1.5 metres) in public places at all times except in the following 30 designated "off lead" areas in the municipality*.
While being exercised off the lead in these areas, dog owners must carry a lead and bring the dog under effective control if it threatens any person or animal. The dog must also be put back on a lead if it is likely to be within 20 metres of a sporting event, an occupied playground, an area of a public meeting or occupied barbecue or picnic area
* Ashwood, Burwood, Chadstone, Clayton, Glen Waverley, Hughesdale, Huntingdale, Mount Waverley, Mulgrave, Notting Hill, Oakleigh and Wheelers Hill.
Don't forget to bring a bag
Dog owners are also required to carry a bag or other means of picking up and removing their dog's faeces from any public place.

Cat Controls
Cats are prohibited from entering the following environmentally sensitive parks:- Valley Reserve (map 70 F2)
- Damper Creek Reserve (map 61 D10)
- Fairway Reserve (map 70 E5)
- Portsmouth Reserve (map 61 F12)
- Gardiners Reserve (east of creek channel) (map 60 J8)

By being registered and wearing a registration tag a dog or cat can quickly be returned to their owner if they become lost. If you fail to register your cat or dog with Council you could face a fine of $227. Council, through the RSPCA, conducts random door knocks throughout the City to check for unregistered animals.
Registration Fees
Cats and dogs must be registered by three months of age. A reduced fee of $31.00 applies to cats and dogs that are desexed, are over 10 years old, are permanently identified with a microchip or are kept for breeding purposes at a registered premises or are registered with the Victorian Canine Association, Governing Council of the Cat Fancy, Democratic Cat Council or Feline Control Council.

Any dog or cat that does not fit in to the above categories is registered at the maximum fee rate of $93.00. Documentary evidence must be provided to prove eligibility for the reduced fee.
Dogs that have been obedience trained and have received an award recognised by the Australian National Kennel Control also qualify for the reduced fee. The maximum fee is $93.00.
A pensioner rebate also applies (concession rate $46.00, reduced rate $15.45). Fees are reviewed annually, effective from 10 April each year.
