Update - June 2016

 At its 28 June 2016 meeting, Council approved a Planning Application for this site.

The Development Plan provides for:

  • A total of 26 townhouses (two and three storey)
  • A two-four storey apartment building within the centre of the site, providing a total of 129 apartments.

October 2015

At its 27 October 2015 meeting, Council approved a Development Plan for the land at 1 Renver Road, Clayton (the former Monash Special Development School site).

The Development Plan provides for:

  • A total of 28 townhouses (two and three storey)
  • A two-four storey apartment building within the centre of the site, providing a total of 122 apartments.

Council approved the submitted Development Plan, subject to the following changes being made:

  1. The Development Plan providing for retention of all vegetation rated as 'moderate' or 'high' (in a 2013 Tree Logic Assessment)
  2. The Landscape Plan amended to detail retention of significant vegetation rated as 'moderate' or 'high' (in a 2013 Tree Logic Assessment)
  3. Provision of an acoustic fence along the common boundary with 118-122 Wellington Road to attenuate noise impact from the adjoining church.

Background

In 2014, the former State Government rezoned this site to Residential and placed a Development Plan Overlay on the site. This site was zoned by the Government as Residential Growth, which means it is seen as being able to accommodate a significant amount of housing. Of the five school sites that were sold in Monash in 2014, this site is the only one which received a Residential Growth zoning.

Now that a Development Plan has been approved by Council, the owner of the site will be required to submit a more detailed planning application to Council for approval. If the application is “generally in accordance” with the Development Plan, then Council is required legally to approve the plans without further community consultation.

Under a Development Plan Overlay, residents do not have the right to appeal to the Victorian Civil and Administrative Tribunal against Council's approval of the plan. It is for this reason that Council asked the former State Government to reconsider its decision to impose a Development Plan Overlay on the site. However, the former State Government proceeded to sell the site with a Development Plan Overlay in place.
