Local Law No 1 - Meeting Procedures

This local law sets out the procedures for the orderly, fair and effective conduct of meetings of the Council and Council Special Committees, and provides the procedures for the election of the Mayor and Chairpersons of Committees.

The new local law (Local Law No.1 and Code 2017) came into operation on 19 December 2017.

The Local Law No. 1:

  • provides for the election of the Mayor and Deputy Mayor and Chairpersons of Special Committees;
  • regulates the use of the Common Seal;
  • regulates the meeting procedure to be followed at meetings of Council and some Special Committees, by addressing matters such as items of business, rules of debate, public question time, minutes and behaviour;
  • makes it an offence to do any of the things described in clause 40 of the Local Law, which relate to:
    • engaging in Disorderly Conduct;
    • falsely signing a petition;
    • recording of meetings; and
    • failure to comply with directions of the Chairperson; and
  • incorporates the Meeting Procedures Code 2017 (the Code).

On 28 November 2017, Monash City Council (Council) made a new local law, to be referred to as the Meeting Procedures Local Law No. 1, which came into operation on 19 December 2017.
