We wanted to provide you with a further update regarding our services at this time following on from the Stage 3 restrictions that have now been put in place by the Federal and State governments.

Stay-at-home and Restricted Activities Directions

To maintain public health around the Coronavirus/ COVID-19 virus Monash Council has made the following updates to events, services and facilities.

We are following State and Federal Government advice closely and responding as each new recommendation and measure is announced.

Council is also working hard on contingencies to ensure important services such as waste collection, meals on wheels, personal care for the elderly and childhood immunisation programs continue.

Following the directive from the Federal Government regarding the self-isolation of people 70 years and over, our Meals on Wheels delivery will now be serviced by Council staff rather than volunteers.

 Principles and hardship policy changes

At a Special Meeting of Council on 27 March, Council unanimously passed a set of principles to support our community, businesses and organisation during these challenging times.

These principles include changes to our hardship policy to allow all ratepayers (including homeowners, investment property owners, businesses and commercial operators) access to the hardship policy. We also reduced the interest rate to 0%.

We are sending a letter to all ratepayers to advise of these changes and currently updating our forms and relevant information.

Delegation of Authority

At the Special Meeting of Council on 27 March, given the Coronavirus pandemic,  Council resolved to revoke the existing delegations to the Chief Executive Officer and to provide new delegations so that, in the circumstance that Council is unable to form a quorum (a  sufficient number of Councillors to make decisions), the Chief Executive Officer can act. 

Council has delegated to the Chief Executive Officer all of its powers, functions and duties that it is legally able to delegate pursuant to the Local Government Act 1989.

Changes to services

Our Customer Service Centres at 293 Springvale Road Glen Waverley and 3 Atherton Road Oakleigh are now open from 10am until 4pm (from 31 March).

We will be supporting social distancing protocols by changing some of the ways we usually engage with our community and we have introduced changes to meet social distancing requirements.

We have introduced a Concierge service and are limiting interactions with our staff to 15 minutes. It's important you bring all materials with you that you need and be prepared to meet the 15 minute timeframe. Where possible, we encourage our community to use our online services to conduct activities with Council.

Sports pavilion access update

All sports pavilions in Monash are closed.

This means pavilions can’t be used for meetings, gatherings or any other use during this closure and clubs have been asked to return keys and access cards to a secure Council dropbox.

Changes to Youth Services

All Monash Youth Services (MYAS) are closed however staff remain available to support the young people of Monash.

Waste Transfer Station operating hours and kerbside bin collection

The Transfer Station is now open from 7.30am to 3pm, 7 days.

Staff continue to operate the centre but the office is now closed to the public to slow the spread of the Coronavirus/ COVID-19.

We would like to remind our customers to observe social distancing guidelines when around staff and other customers. Where possible, we strongly encourage the use of contactless card transactions. These measures are to limit the chance of COVID-19 (Coronavirus) infection.

There are also some changes to our kerbside collection (waste, recycling and green waste bins) service. In order for our contractor Solo Resource Recovery to maintain adequate social distancing for employees, they have commenced staggered operating times. This means the collection period will take place over a longer period of the day, with some bins being collected earlier or later than usual.

To accommodate these changes, please place your bins out the night before your collection and make sure the bin is not overfilled and the lid is closed. Please place your bin where it can be accessed without having to be moved by our contractor. Your driveway is a good place if access is impacted by parked cars. If your bin is not collected, please call us and we will return to pick it up.

Our aquatic and leisure centres, library branches and the Monash Gallery of Art are closed to the public until further notice.

Playspaces, outdoor fitness stations, bouldering walls, drinking fountains, and table tennis tables are all closed.

In line with Federal and State Government requirements, many of our staff are now working from home. Our critical priority is the welfare of our community and staff and providing our essential and critical services.

We are also mindful that our staff may be required to care for themselves and family members during this crisis.

We ask for your patience during this challenging time as there is a possibility that our response times for some non-critical services may be impacted.

Council meetings

Our Council meetings are continuing. Whilst our Council meetings will continue to be public meetings, recent restrictions by the State and Federal Governments regarding social distancing has an impact on the number of people allowed to attend.  We would encourage people to consider whether they need to attend in person and instead to watch via our livestreaming service at

Public questions can be sent to Council by 2pm on the day of the meeting. The Mayor will act as the representative in reading out questions and providing a response over the livestream. A written response will also be provided.

Looking after yourself

The most important thing to do is practice good health and hygiene and maintain social distancing. Wash your hands for at least 20 seconds with warm water and soap after going to the bathroom. Avoid touching your mouth, nose or eyes. Cover your face when coughing or sneezing. Avoid shaking hands.

Ensure there is 1.5 metres between you and the nearest person. If you are concerned that you may have the coronavirus COVID-19, use this self-assessment tool and follow its advice.
