New Residential Zones

New residential zones have been introduced across Monash after being approved by the Minister for Planning.

The new zonings came into effect on 13 June 2014.

All residential land in Monash now falls into one of three new statewide zones: General Residential, Neighbourhood Residential or Residential Growth. These zones replace the previous Residential 1 and Residential 2 zones.

The new zones allow for different levels of development. The Residential Growth zone encourages the greatest residential density and scale of development. At the other end of the scale, redevelopment is the most restricted in the Neighbourhood Residential zone.

The Minister for Planning required all councils to apply these new zones by 1 July 2014. Monash Council decided to take a staged approach to the rezoning. The first stage involved what has now occurred: a "policy neutral" translation of the previous zones. This means that land within a heritage precinct has been rezoned to Neighbourhood Residential. The balance of land that was previously zoned Residential 1 has been rezoned to General Residential. Land in Browns Rd, Clayton (the only land in Monash previously zoned Residential 2) has been rezoned Residential Growth.

Council has now moved to the second stage which will involve consultation with the community on proposed changes to the zonings. These changes flow from the new Monash Housing Strategy, adopted in late 2014. The strategy sets out the principles which will be used to determine the appropriate long-term residential zonings for different parts of Monash. The amendment applies to all land in the Residential 1 Zone (R1Z) and Residential 2 Zone (R2Z) within the City of Monash.

  • The Amendment translates the new residential zones into the Monash Planning Scheme in alignment with the existing residential zones.
  • Land affected by the existing Heritage Overlay and zoned R1Z - Residential 1 has been rezoned to the NRZ - Neighbourhood Residential Zone.
  • Other land zoned R1Z - Residential 1 has been rezoned into the GRZ - General Residential Zone.
  • Land zoned R2Z - Residential 2 has been rezoned into the RGZ - Residential Growth Zone.
  • The existing Schedule 1 to the Residential 1 Zone has been translated to Schedule 1 for each of the Residential Growth, General Residential, Neighbourhood Residential zones.
