What we are doing
Council has reduced the amount of fees for outdoor dining footpath trading permits in the adopted 2020/21 Budget by around 50% ($210K) and in September 2020 also agreed to forgo the balance (another $210K) in footpath trading permits.
At a Special Meeting of Council on 27 March, Council unanimously passed a set of principles to support our community, businesses and organisation during these challenging times.
These principles include changes to our hardship policy to allow all ratepayers (including homeowners, investment property owners, businesses and commercial operators) access to the hardship policy. We also reduced the interest rate to 0%.
We have sent a letter to all ratepayers to advise of these changes and are currently updating our forms and relevant information.

Wellbeing and Mental Health Support for Victorian Small Businesses
The Victorian Government has established a Wellbeing and Mental Health Support program for Victorians dealing with the challenges of running a small business. You can get wellbeing and mental health support to assist you to navigate through the impacts of coronavirus (COVID-19).

St John Ambulance Mental Health and Crisis Support Training
The Victorian Government has made training available to key members who hold positions at Chambers of Commerce, Business Associations or Business Networks.

Partners in Wellbeing hotline – 1300 375 330
Many small business owners are doing it very tough at the moment. Recognising the impact this is having on mental health, the Victorian Government has launched a new $26 million program addressing the unique mental health support needs of SMEs. The free Partners in Wellbeing telephone hotline will be extended to 10pm every night to provide business owners experiencing stress-free access to one-on-one wellbeing support, business advisers and financial counsellors. The Wellbeing and Mental Health support program will also provide access to mental health specialists and on-the-job training for staff in industry and business associations to ensure they can identify and respond to people in distress, and provide immediate referrals to expert business advisors.
Economic Survival Package
The Victorian Government has established an economic survival package to support Victorian businesses and workers through the devastating impacts of the COVID-19 pandemic.
The $1.7 billion Economic Survival Package complements the work of the Federal Government.
The package includes the following key programs.
- Payroll Tax Refund
- Liquor license fees waived
- Business Support Fund
- Working for Victoria Fund
- Land tax deferral
- Fast tracking outstanding supplier invoices
- Rent relief for commerical tenants in government buildings.
