We think it is important for neighbourhood pride that we respond promptly. We have a Customer Service Guarantee that we will respond to any reports of dumped rubbish within 24 hours (during normal working hours).
Trial of new approach to dumped rubbish
In the past, Council has removed any dumped rubbish within 24 hours of it being reported to us. However, from April-October 2017, Council will trial a different approach to dumped rubbish. This trial is aimed at changing behaviour so less dumping occurs.
During the trial, we will respond to reports of dumped rubbish within 24 hours but we will tape the rubbish instead of removing it. We will then write to all properties in the area of the dumped rubbish, reminding people that it is illegal to dump rubbish and requesting assistance with our investigation into who dumped the rubbish. We will then wait up to five days for the rubbish to be removed.
We expect that many of the people who have dumped rubbish will choose to remove the rubbish within five days, rather than risk a $500 fine. This has been the experience in many other Victorian council areas, which is why taping dumped rubbish and following it up with education and enforcement is seen as ‘best practice’ in changing behaviour.
It may also cut Council’s costs. If 50% of the dumped rubbish in Monash is removed within five days, it is estimated that Council will save about $30,000 per year (in disposal and pick up costs).
There is no excuse to dump rubbish. You can wait for our annual hard waste collection to get rid of it for free, or you can view information on our Waste Transfer and Recycling Station and dispose of rubbish for a fee.
The trial will begin on Monday 3 April and run for six months.

You can easily report motorists who throw litter from a vehicle by using the EPA Report Litter app, online at www.epa.vic.gov.au or via the 24-hour Pollution Hotline on 1300 EPA VIC (1300 372 842).
You will need the vehicle's registration when you make the report.
This program provides information to residents on correct disposal and recycling of household items including:
- household goods
- mobile phones, batteries, syringes
- electronics and
- hard rubbish.
