Graffiti can be defined as the end process of defacing property, and often can be explicit and offensive.
Graffiti vandalism is the act of marking or defacing premises or other property without permission, and is a crime. Graffiti destroys the appearance of property and buildings. Socially, the presence of graffiti may generate considerable concern from the community and create an unsafe feeling.
The unchecked sprawl of graffiti has the potential to seriously undermine the attractiveness of the City. In this context, the need for a program to adequately combat graffiti becomes paramount.
