In Victoria, you can choose to use either a Private Building Surveyor or Council's service to obtain a Building Permit.
Council’s Building Permit service is targeted towards smaller and mid-size residential projects and can only be sought from Council for properties located within the City of Monash.

Fees
- To obtain a quote on the fee applicable for your proposal, contact Council's Building Department on 9518 3555. In addition to Council’s quote, a government levy may be applicable prior to the issuing of the Building Permit.
- A lodgement fee is applicable to all building permit applications.
Building permit application
As part of your application, minimum required documentation needs to accompany your building permit application. Please refer to: Building Permit Information
Minimum required documentation to accompany your application:
- The Building Permit Application Form (Form 1)(PDF, 437KB) must be completed and signed.
- If the applicant is not the owner, an Appointment of an Agent Form(DOCX, 434KB) must be completed and signed by all owners of the property.
- Copy of Title and Plan of Subdivision. The title must be no older than 3 months and must include any covenants or Section 173 agreements, if applicable.
- Site Plan drawn to no less than 1:500 scale.
- Architectural drawings to include elevations, existing and proposed floor plans drawn to 1:100 scale. Site Plans and Architectural Drawings can be drawn up by the owner however they must be of an architectural standard
Please note:
- if the cost of works is greater than $10,000, a registered builder will need to be nominated.
- if the cost of works is greater than $16,000 and:
- if a registered builder is nominated, a Major Domestic Building Contract and Domestic Builders Insurance will be required.
- if an owner builder is nominated, a Certificate of Consent issued by the Building and Plumbing Commission will be required.
