To assess whether an Event Permit is required for your event, we have developed an Event Impact Matrix to outline the factors Council uses to evaluate the impact your event may have, based on the information provided in the Event Application.
Events do not need to tick all the above boxes to be deemed high, medium or low impact. This assessment will be based on an overall assessment using these points as a guide.
To speed up the application approval process for Medium or High Impact events, you may wish to add Event Plan, Risk Assessment Plan, Site Map and evidence of Public Liability Insurance to your online application.
Low Impact Events - 4 weeks notice (application required but permit will not be issued)
An Event Approval Letter will be provided, and any impacted internal stakeholders notified.
- Up to 200 people at any one time
- Minimal temporary infrastructure – A few 3m x 3m marquees allowed
- Minimal impact to usual amenity of space
- Minimal noise impact
- Minimal food vendors – max 2. *Must sign waiver if using gas
- Minimal change to traffic conditions and parking
Medium Impact Events - 8 weeks notice
An Event Permit will be required and only issued once necessary documents are approved. A site visit may be arranged on event day or before the event. Council Officers may attend, at the approval of their people leader, to show support and observe the event. Council Officers will not act on behalf of the event Organiser or impact the event in any way.
- Up to 1000 people at any one time
- Moderate temporary infrastructure – small staging, moderate infrastructure
- Moderately enclosed or fenced off and/or require mandatory entry fee
- Moderate noise impact
- Moderate food vendors, up to 7 caterers or food vendor. If gas, must sign waiver
- Moderate change to traffic management
High Impact Events - 12 weeks notice
An Event Permit will be required and only issued once necessary documents approved. A site visit will be arranged on event day or before the event to review event details. Council Officers may attend, at the approval of their people leader, to show support and observe the event. Council Officer will not act on behalf of the event Organiser or impact the event in any way.
- Over 1000 people at any one time
- Substantial temporary infrastructure required
- Fully enclosed and mandatory entry fee
- Substantial noise impact
- Substantial catering or food vendors, 8+. If gas must sign waiver
- Substantial change to traffic management
NOTE: A Place of Public Entertainment Permit (POPE) may be triggered if you have the following:
- A place of more than 500m2, which may include the erection of a prescribed temporary structure
- A seating stand for more than 20 persons
- A marquee of more than 100m2
- A tent of more than 100m2
- A booth of more than 100m2
- A stage or platform of more than 150m2
- 5000 or more persons person at any one time during the event or activity
- A place that is enclosed or substantially enclosed where a reasonable person would see as being an exclusive/controlled area
- A place to which admission can be gained by payment of money or other consideration.
Any event that triggers a POPE permit will be deemed a high-impact event and will require a minimum of 12 weeks notice.
