Proposed Amendment C174: Monash Affordable Housing Strategy

This Amendment proposes to make the changes to the Monash Planning Scheme recommended by the Monash Affordable Housing Strategy.

The Amendment proposes to:

  • Identify the provision of affordable housing as a key issue in the Municipal Planning Strategy of the Monash Planning Scheme.
  • Introduce policy to encourage the provision of affordable housing in developments, more specifically for the provision of 6% of housing in developments of 20 or more dwellings.

Submissions for this amendment closed on Friday 7 March 2025 and Council referred the amendment to a Planning Panel on 29 April 2025.

As the amendment affects land in a declared Suburban Rail Loop planning area, the Minister for Planning is required to provide Terms of Reference to the Planning Panel.

Planning Panels Victoria are still awaiting Terms of Reference from the Minister.

At this stage Council is unsure when the Panel will be able to commence.
