Environmentally Sustainable Design (ESD) Policy
Alongside Council’s achievement of net zero by December 2025, the Environmentally Sustainable Design Policy for all Council buildings and infrastructure was reviewed and amended as per the endorsed review period.
Amendments to the Policy ensure that Council continues to take environmentally sustainable design approach, aligned with industry standards and operational requirements.
This is achieved through amendments to the scope, to include:
- New buildings
- Extensions
- Maintenance
- Open space projects
- Civil infrastructure
- More comprehensive links with strategic documents and legislation
- Greater integration with Council’s project management approach including alignment with key activities, roles and responsibilities of the project lifecycle phases
The amended policy was endorsed by Council in December 2025 and will be followed for all future buildings and infrastructure projects.

The development of the Policy was a key action from the Zero Net Carbon Action Plan 2020-2025 and is aligned with priority one of the Environmental Sustainability Strategy 2016-2026. It seeks to improve the sustainability, environmental performance and climate resilience when constructing or upgrading Council-owned and managed buildings and infrastructure.
