With site establishment almost completed, in readiness for construction starting on our $110+ million Glen Waverley Civic Precinct Project, there'snew parking and access arrangements in place around the Monash Council Offices.
Project Update - 25 September 2026
Changes to Council Office access: A new pathway from Kingsway to the Council Office entrance is now open. The final section of the pathway includes an enclosed walkway with ramps, handrails, a non-slip surface and lighting to make it safer and easier to travel to and from the office entrance.
Accessible Entry: Visitors with accessibility needs, should enter Council Offices from the Springvale Road entrance. Accessible parking is available at this entrance. A pathway has been established between Kingsway and the Springvale Road entrance, running alongside the construction site hoarding and past the Ibis Hotel building (note there is a small section of well-maintained, firm crushed rock).
The car park outside the existing Glen Waverley Library and Ibis Hotel building is now closed and will remain closed until the completion of construction in July 2028.
Our nearby Bogong Car Park (approx 300m away) has more than 1,000 parking spaces available to accommodate these changes.
Pedestrian decals have been installed along Bogong Avenue to assist with wayfinding.
The existing 1-hour accessible parking bay located outside Monash Civic Centre entrance will be maintained, accessible from Springvale Road.
Accessible permit holders may also use adjacent parking bays as overflow, when full.
A 2-hour accessible parking bay is located at the Kingsway & Bogong Avenue roundabout.
Multiple 2-hour accessible parking bays are also available on the ground floor of Council’s multi-level Bogong Car Park.
Pedestrian access from Springvale Road to the Civic Centre will be maintained.
Pedestrian diversion paths have been established between Springvale Road and Kingsway, running alongside the Ibis Hotel building entrance and newly installed hoarding (note there is a small section of well-maintained, firm crushed rock).
Pedestrian pathways will also be retained between Civic Centre and Kingsway, running in front of the existing Glen Waverley Library. This will be adjusted at times as construction works are undertaken.
As site conditions change, Council will continue to maintain pedestrian pathways in and around the Civic Centre.
Temporary signage, barriers, and traffic management controls will be in place to direct pedestrians safely around the work area.
Accessible resources
Council has created several access keys, communication boards and social stories in partnership with Access Ability Australia.
These resources are available for Monash Civic Centre to help people prepare for a visit to Council facilities or spaces.
Visitors can phone Monash Civic Centre ahead of time to discuss accessibility requirements which may have changed due to construction, or alternatively, visit Oakleigh Service Centre.
