Update July 2025 - Council approval
At its 29 July 2025 meeting, Council resolved to approve the proposed development at 75 Beddoe Avenue and 1959-1963 Dandenong Road Clayton, to use and develop the land for student accommodation and a convenience shop or convenience restaurant within a 7-storey building, remove and create an easement, and alter vehicle access to Dandenong Road.
The development was approved subject to more than 40 conditions.
Council sought community feedback on the application and received 3 objections.

May 2025 - amended plans
The applicant submitted amended plans after public notification of the application under TPA/54854 pursuant to Section 57A of the Planning and Environment Act 1987.
Public notice of the original proposal was undertaken between 9 and 27 May 2024.
All original objections remained valid to this application and process.
About the amended proposal
- The number of units has been reduced from 234 to 217.
- The number of students has been reduced from 253 to 228.
- The total number of car parking spaces has been reduced from 79 to 71.
- Bicycle parking spaces have been reduced from 135 to 133.
- The convenience restaurant/shop has been reorientated to face Dandenong Road, and floorspace increased from 112m2 to 114m2.
- The total outdoor communal area/ central courtyard has increased from 345m2 to 448m2.
- The ground-floor indoor communal area has been reconfigured and increased from 190m2 to 230m2.
- The main entry/foyer and admin office has been relocated to Dandenong Road.
- Secondary building entries have been provided to Beddoe Avenue.
- There are increased setbacks of Building B to the north and west boundary of 75 Beddoe Avenue.
- There is increased upper-floor building break to the north boundary of 75 Beddoe Avenue.
- There is an additional building break towards the Dandenong Road façade.
- The Level 4 outdoor communal area has been redesigned, reorientated and extended to the Dandenong Road frontage.
The development will still be constructed in 2 stages.

Background
Council previously received a planning application for a proposed development at 75 Beddoe Avenue and 1959-1963 Dandenong Road, Clayton, for the development of a student accommodation building ranging from 3 to 7 storeys with a ground-floor convenience shop. The applicant, Hansen Partnership Pty Ltd, is proposing the $20 million development, with the main features of the proposal including:
- Land comprising of 4 allotments with a combined site area of 3370m2.
- A building ranging in height across the site, with the maximum height of 7 storeys at the corner of Beddoe Avenue and Dandenong Road. The building will provide 234 units with a combination of 1-bedroom and 2-bedroom units for a total of 253 students.
- A convenience shop with a floor area of 112m2 located at the corner of Beddoe Avenue and Dandenong Road, with a frontage to Beddoe Avenue.
- Basement car parking for 79 car spaces, with 3 spaces allocated to the convenience shop.
The development will be constructed in 2 stages.
