Amendment C172

This amendment seeks to implement the Monash Boulevards Urban Design Framework through:

  • Changes to planning controls along Springvale Road and Dandenong Road to increase residential development heights and density
  • Applying the Design and Development Overlay to guide how new residential development looks
  • Applying a new local policy; and
  • Minor administrative changes.

A Planning Panel Hearing was held via document review process in November 2025. The Panel’s Report was published on 21 November 2025.

Council adopted the amendment along with changes made in response to the Panel’s recommendations on 16 December 2025.

The Amendment has been submitted to the Minister for Planning for approval. It will come into effect once it is gazetted.
