Amendment C173
The Minister for Planning approved Amendment C173mona (with changes) on 29 January 2026 and it was gazetted on 11 February 2026. The changes were minor corrections and updates to account for the latest templates and directions.
Amendment C173mona is now in effect, and:
- Replaces the existing Design and Development Overlay (DDO1) with new Design and Development Overlays (DDO20 & DDO21) to facilitate development in industrial, commercial and mixed use areas of between 3 and 8 storeys.
- Rezones a limited number of industrial properties within the commercial core and near Huntingdale train station to the Commercial 1 Zone, and apply the Environmental Audit Overlay.
- Rezones residential land along Huntingdale Road to the Mixed Use Zone (MUZ4).
- Changes the other residential land within the precinct boundaries to a new Schedule 12 - the General Residential Zone Schedule (GRZ12) - with no change to the existing setback and height requirements.
- Includes a new planning policy for the precinct to support decision-making.
- Makes other minor administrative and policy changes.

Amendment adopted
On 25 March 2025 Council adopted Amendment C173 accommodating the Panel’s recommendations. The amendment was then sent to the Minister for Planning for approval.

Planning Panel Report
Following the Panel Hearing held 11-12 November 2024, the Planning Panel has released their report and made some recommendations. The Panel Report was then schedule to be heard at a future Council meeting.

Council decision
Public exhibition of Amendment C173 occurred between 23 May and 1 July 2024. A total of 17 submissions about the amendment were received.
Council considered all submissions at the 27 August 2024 meeting and decided to refer the amendment to an independent Planning Panel. Submitters will be contacted directly by Planning Panels Victoria.
